Definition

Continuing to gamble but within limits a person sets — money, time, or product. Moderation is a legitimate goal for some people, particularly those with lower-severity problems, and a poor fit for others; the evidence supports offering both goals rather than insisting on one.

Preferred phrasing

"moderation" or "reduced gambling," not "controlled gambling," which overstates the control.
